If I'm not mistaken the first batch of recall was done on january 21 2010 due to pedal problems.

They started in January, under pressure from the U.S. government's safety authorities, the media and numerous individual and class-action lawsuits resulting from thousands of complaints, hundreds of accidents and dozens of fatalities over several years.















Since then, the identified defects and recalls have mushroomed to include more than a dozen Toyota models covering over 40 model years. Some of the models have been recalled for more than one defect, which include loss-of control due to unintended acceleration, brakes, power steering, drive shaft and as of yesterday, leaky oil hoses.

The problems started in 2006 but no recalls until they got caught in January this year when the United States Government forced them to do recalls. If not for being forced there would still be no recalls.
