This is not the first time Brian Ross has done something unethical to produce a news spot. This type of journalism seems to feed it's self, if we stopped letting our news sources from misleading the public, where would the "National Inquirer" be?
The fact is that something is wrong with the Toyota, and even they are not sure of how to fix the problem. Auto makers are so intent on cutting edge technology that as a result a lot of cars have abandoned know technology that works and fail-safes itself.
I do not doubt that there is a failure of the shielding for the controls, the question is what is the frequency and source/s of the electronic signal/s that is over riding the computer signals.
