89 toyota pickup V6, old starter caught fire new starter doesnt turn over, relay? wiring is good?

Try turning the engine over with a socket and ratchet on the crank pulley bolt. There should be resistance, but if it's not budging, then you may have a seized engine.

wow how did the old starter catch fire. make sure all wires including a little relay wire thats attatched to the side of the starter with just a small plastic clip. if it caught fire that clip has prob melted and u thought wtf is this wire for. well that little wire is very important.
