Default Toyota Forerunner 1998 does the needle on the gas gauge go to the bottom of the gauge when...
...the key is out? I was having electrical problems and was wondering if in fixing the problem the mechanic may have broken it. It stays up even when the key is out? Is that normal?

I would say yes. I believe it was in 2000 that the needle started dropping when the vehicle was off. I have a 1995 toyota camry, and the needle stays up. It doesn't drop when the car is off.
