As the guy above said unless you are looking to race the car you shouldn't bother with that.
If you are persistent then search for 7th gen. celica forums and they'll have you covered.
Get braided stainless steel brake lines, slotted rotors (not cheap ones), and high end brake pads (EBC red stuff or Hawk HP+) or better, and your car will stop about 25 feet shorter than it does right now.
If you are able to do the labor yourself you are looking at $350 and up for that job. I can't give you a range on the high end because for all I know you could go out and get a big brake brembo kit and spend $2000 on brakes for the front end alone.
