2000 Tacoma side air bag ignition switch?

Default 2000 Tacoma side air bag ignition switch?
I recently bought a 2000 used Tacoma with an ignition switch to turn the passenger side air bag on or off. I tried the truck key to turn it on and it won't budge from the off position. Do I need to take it to a Toyota dealer or is there a trick to it for turning it on?

Make sure you are using the Master key not the Valet.















The master key is black and the Valet is grey.
