This is normal after the engine has warmed up, to conserve fuel. Before the engine is warm it will idle in high RPM to warm up engine and fluid, and after lower RPM because there is no need because it is warm. You can tell when some engine are clean because they will idle at very low RPM when it has been warmed up. Sometimes when the RPM is too low it might bounce but this is good because its just sipping gas at around .7 RPM for my 2.4L Camry Solara. However even though there is little gas being used, you still get 0 miles per gallon because you are wasting gas when the car is stopped or parked and left on.
