I took my 2008 Camry to the dealer today to have the honking "turned off". After linking with the computer and going through the many options, they found that this was actually not one of them. They then saw that my alarm system was not a factory alarm - I purchased this car used and the previous owner (or the dealer) may have had this installed. The honking is a function of this aftermarket alarm. The mechanic removed the plastic panel beneath the steering wheel and found an in-line fuse for the alarm; removing the fuse disabled the alarm, but also eliminated the honking. I now get only the "Toyota beep/chirp" when locking or unlocking my car.
More about the alarm - I have a small red led light on the dash to the left of the steering wheel, near the coin tray, that would blink to indicate the alarm was armed. Now that the fuse is removed, it no longer blinks. I have no further details on the make/model of the alarm.
