If you're talking about an accessory belt- a v-belt or serpentine belt, It's possible it could be worn and need replacing. If you're asking about a cam belt, they usually last much longer than 30,000 miles. Beginning in 1998, the Corolla cam is chain driven instead of belt driven. Rubber cam belts may last to 90,000 miles. If yours is damaged at 30,000 miles it has probably been oil contaminated or pinched in a car wreck. They are quite a lot of work to replace- and the cost for that may be a few hundred dollars labor, plus the cost for parts. I would have an expert mechanic do the job. So, for a better answer, you need to tell the year of the car and which belt is in question.
