is it a vibration type feeling and a crunching sound?
if it is, then that's your ABS. if you hit the brakes hard it will activate the abs so you have more control and the wheels do not lock up, this is why it does it when its wet/raining, so you have more control.
the reason it feels/sounds the way it does it because it is applying the brakes rapidly on and off to each wheel. just like when you pump the brakes in an older car without abs.
if your car doesn't have abs then it could be a plethora of different things
