You cannot hot-wire a Prius because there is no starter motor. Unless the Prius is in READY mode the traction battery (high voltage battery) is totally disconnected from the rest of the car. The small 12V battery will run the lights, brake pump, and a couple of automatic monitoring systems without the fob but the fob is needed to activate the security ECU to do anything more (such as activate the audio system). There are three ways to steal a Prius:
1. Steal the fob first.
2. Use a tow truck.
3. Car-jacking.
It is theoretically possible to fake the radio signals from the fob just like it's theoretically possible to fake them for a garage door opener. (The local police force in the large city that I live in says there have never been any garage doors opened by faking the radio signal). Actually having someone do this to my Prius is about #999,999 on my list of things-to-be-worried-about. If I was working in a prison with a high percentage of computer crackers that had a computer laboratory (where they can design electronic devices) then maybe it would move up to the top 1000. Building an RF transmitter is somewhat more difficult to hide than turning a tin can into a knife.
