It can't. The hybrid system uses the engine as a source of power, which means the engine is not connected to the wheels. The engine can't even be started without the hybrid system... no starter, no alternator. The dependence is extreme enough that when the traction battery becomes unusable the car won't go, although the car can be moved a short distance on battery alone (Toyota does not recommend it).
Fortunately, the system is really very reliable. There have been a few failures of the larger motor-generator, a significant minority of the batteries in the 2001-2003 models (the batteries are improved in later generations), and several inverter pump failures. That about covers it.
