Odometer rolled 100,000 miles. The TRAC OFF light is on and the check engine light is on.. my vehicle seems to be running fine

Get it scanned at Autozone, and then you can find out what the problem is. I bet your O2 sensors are worn out.

Take it to the dealer, but it may be nothing. I have a 2002 Corolla with 115,000 miles and the check engine came on a couple of months ago, took it to the dealer and it was just a dirty sensor, cleaned it with some carburetor cleaner and told me not to worry if it came on again, car would run fine.

If you're asking whether or not it comes on regardless, then no. It is highly illegal to program a vehicle to illuminate the check engine light at certain mileage.
