For years Toyota falsely denied there was a problem with sudden, unintended acceleration in many of their vehicles. Eventually Toyota was forced by negative publicity, government pressure ( long overdue), lawsuits and unfortunately dozens of fatalities before the company acknowledged the problem (but not the true cause), and issued recalls.
The lesson from this is to not trust Toyota to do the right, safe or honest thing about your problems. You'll have to send your complaint in writing (registered mail) to both Toyota and the NHSTA.
Like hundreds of thousands of other unsatisfied and aggrieved Toyota customers, you may have to resort to a lawsuit (or join one of 200,000 class action ones already filed against Toyota) to get fair compensation from Toyota.
