yes it has power steering and yes the car should be easy to steer, the owner is not telling you something, (and besides this, this car is a rear engine hunk of crap. I do not recommend you buy this car, it has weird expensive parts, that no other toyota will work with, like ten years ago I paid 90 bucks for a remanufactured starter, I would hate to pay for one now, I am going to look up a power steering pump on napa, just to see what they are selling for now, personally I would pass on this car, A toyota is usually a good car, but not this one, make up any excuse you want (start with the power steering DOES NOT WORK, BUT DO NOT BUY THE CAR, at the very least, PLEASE TAKE IT TO A MECHANIC. the power steering pump by itself is 169. bucks, remanufactured, but you may need the filter 21 bucks, and there may be hoses that need replacing. or it could be an even more expensive rack and pinion steering.
I had a ton of problems with the one I had, and mine did not have a turbo. Turbos especially old ones ,is even more trouble. go talk to a good mechanic and get some information, a 21 year old car with a turbo, Is going to be one big problem after another, please save your money, go find a front engine, rear wheel drive car only, ok? best of luck, not trying to rain on your dream, but I would hate to see anyone else go through the nightmare I did with on of those mr2
