Be assertive and call the BBB as well as the government consumer agency. Send registered copies of your complaint to Toyota and the dealer. Also, contact your local media consumer advocate.
You have to understand that Toyota right now is desperate for cash, with plunging sales, huge recall expenses (still underway), and over 200,000 lawsuits filed against them, expected to cost them billions of dolars.
