That is so you can put a center seat (and seat belt) in the front and have room for the passenger's legs. They have been doing that in Avalons forever so as to make it a 6 passenger car. (Avalon also has a 5 pass with a console floor shift). Actually i think the column shift has been in the Tundra since early on not just 07. I have a 2000 Tundra service manual that shows a column shift and center front seat belts as available.
