If you only start the car and not drive it, then water coming out of the tail pipe may be normal. What is happening is, you are warming up the exhaust system, but you are not completely blowing all the moisture out. When your exhaust cools it draws cool air in. Which, depending on what climate you are in, contains moisture. The moisture in the air is being drawn in and condensing in your muffler or cat converter. When you start your car for a few minutes, it is pushing out the moisture that has condensed. There is no real "cure" for this, but you can reduce damage by running the car longer and more often.
