The "cruise" light flashes 5 times to indicate that there has been a fault of some sort and that a DTC (diagnostic trouble code) has been temporarily stored in the computer. The reason for the DTC could be MANY things, so it's tough to guess at this point. The actuator is just one possibility, that you've likely ruled out at this point.
So, instead of throwing more money at it, have it checked by someone that has access to the proper factory service manual that details the steps for deciphering the two-digit error code. It involves shorting out (jumpering) two specific wire terminals, then "reading" the blinks of the light.
