It depends on whether these are actual bolts, or plastic tension fasteners.
Toyota dealers usually keep box fulls of bits and pieces they can use later,
just for problems like yours. My 91 Camry was missing a fastener that held a plastic
shield in place underneath the front. I decided to drill a new hole to fasten it back.
but it was not held by bolts, but plastic clips. I went to a Toyota dealer and he
rummaged through a box of odd parts, and found a slightly larger plastic fastener, took a hammer
and wedged it into the original hole. Problem solved and he didn't charge me anything.
