I had to figure out how to do this just the other day, too! You MUST have the car in Park, but in the start position.. so don't try to do it while you're driving. When you push the button to change the display from the clock to temp to other things, stop on the clock and then push down once more and hold it. Then the minutes will begin to flash, prompting you to push in the button again to change it minute by minute. Push it once just to get it going and wait. After about 5-10 seconds, the HOUR will start blinking. Just push the button to change the hour to your desired number and then let it flash and it will set itself.

Electronic failure, Toyotas suffer very heavily from this defect. See your Toyota dealer to fix the clock. At a Toyota dealer it should cost no more than $400 or $500 to fix the clock.
