Is the thermostat opening properly? I've seen defective thermostats that won't open, and I've seen thermostats installed backwards/upside down/etc so they'll open when the engine is cold and closing up when the engine heats up,
The thermostat is the wrong direction to go - the heater circuit doesn't go through the thermostat.
I'm not familiar with the '94 Toyotas, but most cars have control valves in the heater supply hose. Those become stiff with age and will stick open or closed. I think that is what happened to your car.
you have abig air pocket in the system,you have to elevate the fron end,remove the cap and run the engine ,,,how much coolant did you use when you filled up after the job
