That's a little better than 15 miles per gallon. City driving with a lot of stop and go can really reduce economy. I would need more factors to make a judgement. It doesn't sound that good, but other things in city traffic are in effect. That could possibly be good, unless you drive with a "leadfoot". Check your tire pressure and your driving habits to see if the mileage weighs more on the car or on you. You could make it worse.
