if you want cheap name-brand tires, you might be a lot better off just buying them online. check out tire-rack.com, they have quality tires and the prices are usually a bit cheaper than most stores(tip of advice, avoid Wal-Mart at all costs for any car-related needs).
as for a tire recommendation, i'd say check out the Uniroyal Tiger Paw. it's an all-season tire, and it's just very well overall. the tread ware is also minimal, so with proper rotation it can last you a couple years or more.
***EDIT: the V and H codes are speed ratings on your tires. if i remember correctly, H is around 130mph(which is pretty much useless considering your speed governor kicks in at 105-110mph). whichever one you get, you're more than good.
