Our 2001 toyota Camry, will turn to the on position, but wont turn to start, what should we do?

Default Our 2001 toyota Camry, will turn to the on position, but wont turn to start, what should we do?
I've found a few things online but I'm not entirely sure. Hopefully there is some one one here that can help















We had to leave the car at his work place. Me and my husband have no idea what could be wrong.















It has been snowing for about 24 hours where we are at, could the weather effect it?















It didnt make a clicking noise. We cant have it towed because we cant get it out of park.















It was the ignition tumlers. well thats going to cost a pretty penny. thanks for your help!

Steering Lock? you just need to give the steering wheel a wiggle (try holding it to the left or right) while attempting to turn the key

Did the the car make any sound at the 'START" position? if it made a clicking sound its a low battery problem, need to be charged or replaced if it made no sound at all its a bad starter but im sure its just the battery cold weather reduces the batteries efficiency
