the hood release cable return is partially seized inside the latch assembly. pull the hood release handle inside the car; does it will feel loose? that means the cable is partially suck on 'release.'
you'll need a long skinny screw driver to pry the release lever that's inside the latch assembly. look all the way down into the latch assembly, try to see the other end of the cable. pry the lever the cable is hooked on to to the LEFT until the cable and the lever return. lubricate everything liberally.
shut hood and enjoy. repeat as necessary.
