Default I have a skunk 2 exhaust on my 02 celica gts and im planing to instal a cold air
intake.Wuld it make it louder? And would it make it faster? Thank you

The cold air intake will improve power and make the car sound louder as it will move more air. It will reduce your mpg's tho because the computer will dump more fuel into the motor... its not much difference at lower RPM's but you will notice the difference when you stomp the pedal !The higher quality filters will improve air flow and give you the best result but its up to you for how far you want to go.
