R's are carbed, RE's are fuelies.

the new plugs will only perform as good as the cap/rotor. wires too. but mostly effected by cap/rotor-current jumps across contacts. high resistance in the cap/rotor/wires will eventually take out your coil on these.
give your self a full tune up. ignition wise.
get some fuel dryer in the tank and start it initially on starter fluid if you must. let it get good and warm. don't go anywhere. let the exhaust heat up the under carriage. don't know if that stuff will dissolve ice crystals. but the potential for 'em is there.
also,
inspect, clean and lube anything that you can move on that carb. in 15 degrees, everything becomes sticky. likely the carb has never been rebuilt. the sludge accumulated in a float bowl can be an issue.
