If by "they" you mean toyota US then - i say no. Don't think Sequoia, 4Runner or Tacoma ever got locking diffs. The Land Cruiser did have a rear locking diff available - at least i am sure in 98 - and i think thru 2003 at least. An aftermarket shop might offer a locking diff to fit the Sequoia. The Land Cruiser of 1995 had available all three diffs lockable. Rear, center and front. Now that was an off road animal. Since then toyota de-contented the 4wd's and took out the locking diffs and lightened the axle structures.
