If you mean that your brake lights are out when the headlights are on and only light up when you press the brakes down, then either you have two-stage bulbs and the dim stage isn't activating, or you have two separate brake bulbs and the dim bulbs are out.
If it's the first problem I listed, then this is most likely a fuse issue. If it's the second, replace the bulbs and check the fuse.
