I haven't heard of Toyota intake manifolds going bad except from one dishonest mechanic who pulled loose a vacuum hose to make the car run bad and wrote up a huge repair estimate to sell a new carburetor and intake manifold. Go to a different mechanic- perhaps a real Toyota service specialist.
Are you sure you have a Tercel and that's the year?
Some intake manifolds, especially the plastic Ford manifolds can be broken from torquing them improperly- also heat and age will damage that type, but Toyota does not use plastic intake manifolds. If an intake manifold is loosened up, that can cause it to leak and possibly warp. That is either a demonstration of incompetence or evil.
