As one of the posts in honestjohn points out, "Toyota did not issue a recall because not every engine develops the problem." That means it is not entirely the result of design or build, so operating considerations must figure in somehow.
Toyota valve stem seals have often been delicate things, requiring strict adherence to oil change schedules including observance of severe conditions... which are common conditions for most vehicles. But if sludging per se is involved it is likely to be in the form of sludge causing the compression rings to stick and not maintain their spring against the cylinder walls. If so, Mopar Combustion Chamber Cleaner is the way to go. You can get a can at Dodge (gasp!) dealers for $6 and follow the instructions in the first source. As the second source attests, even Chevy enthusiasts have an appreciation for it. One posts, "I have seen my oil consumption 100% stop." Worth the risk of $6, I guess.
