Try removing the cable from the throttle and working the throttle by hand. I have had quite a few throttle plates that stuck - mostly in carburetors - and I never succeeded in fixing any of them. I suspect the throttle pivot rod (or whatever that thing that holds the butterfly is called) was bent in at least some cases. If the throttle itself is sticking you may be best off getting a replacement throttle body from a wrecking yard... or maybe you are slicker than I am and can get it working right.
