to add,
if a new cap and rotor has been installed in the distributor, the only thing else that can rust out and cause arcing are the fly weights (save any corroded wires and such). if that's the case, a tune up and distributor rebuild for 140 is an excellent price.
looking ahead,
the bushings that align the rotor shaft are also critical. if the shaft can wobble in the distributor housing, the air gap on the pickup sensor won't be between .2-.4 mm. the bushings are not serviceable. new distributor is required. that would be $200 or more easily.

FYI,
you have a right, if you declare it prior to job start, to have all replaced items held and given to you after the maintenance. that helps protect against fraud. then, if you feel the need, you can take those parts to someone else and ask if they are truly bad.
