The only possible reason the key will not work is that you have replaced the original fob and didn't get the key cut. Try the other fob (you should have two). The key is strictly mechanical and doesn't require any electric power.
If neither fob works, then you get a locksmith to unlock the car (and cut the fob key so that it will work).
The other way to achieve access is to break the small triangular window and use the handle to open the door. The triangular window is suggested in the manual because it's the cheapest window to replace. Be careful not to cut your arm while opening the window and wear eye protection when breaking the glass.
Once access to the car has been achieved, then open the hood and use the jumper terminals to jumpstart the Prius. The owner's manual has details.
