94 Toyota Camry starter problems?

Default 94 Toyota Camry starter problems?
Starter bench tests passes perfect.















Motor turns when spinning crank manually.















Jumpered ground to motor and hot direct to battery.Put power direct to solenoid from battery and only solenoid clicks. engine doesn't turn over (starter doesn't spin).































Headlights don't dim when jumpering.































Please help!! I'm dumbfounded.

If this is the standard Denso OSGR starter remove the 3 small bolts that hold on the solenoid cover and inspect the contacts and copper ring on the plunger, if worn replace them as they are very cheap from various online places.
