to add,
wipe any finger prints off the bulbs b4 install. they may prematurely pop if any film is left on them.
next, get and spray a little WD-40 on the connectors prior to reconnecting.
if you still have an issue with just low beams, the culprit will be the combo switch on the column.
sometimes the get a little corrosion on the contacts in the switch. usually it can be taken apart and cleaned. but they are fairly tricky as they have springs and contact balls. sometimes just taking the steering column cover off and spraying inside the switch with WD-40 and work it/cycle it will clean off contacts. other times a plastic toggle has broken.
just remove the steering column cover. not the steering wheel at first. use the straw that comes with the WD-40 to get it into the switch. don't worry bout over spray. stuffs compatible with everything.
if the WD-40 won't work, your looking at replacing that combo switch.
all this is barring any open circuit/broken wire somewhere.
