Lower it, but don't lower it too much. You can get either springs and struts, or go with an adjustable coilover (recommended). Each setup will run you about a grand, give or take.
As for the fast part, the most basic things are a cold air intake, 2.5 inch or 3 inch catback exhaust, and some aftermarket headers. Those combined should add 20-30 horsepower or so. Combined cost is at roughly $1,200.
If you want big power you'll need to go turbo, but that alone will bust your budget.
