BAN is correct that it is a common problem but it is a simple one to fix. Get a very small screwdriver or metal nail file and slip it into the crack around the cup holder. Gently pry it out until you can grab it with your fingers then pull it out. If it doesn't seem to come out it may be in the locked position, press it once for it to release. You will have to turn on the ignition in order to move the shift lever to L to get it out. Pull hard straight out and it will come out of the holder.
Once you have it out clean the slot and the tray itself. It probably has a lot of dust and debris. Mine had a dime stuck in it which made the problem worse. Once you get it clean spray it with a silicone lubricant and it will work better. Mine still sticks sometimes but I use the above procedure. I try not to close it completely so it doesn't get stuck.
