Default Toyota 2003 Highlander transmission sticks on lower gears, is this okay?
At lower speeds (below 45mph) the engine will stick sometimes at 2,500-3,500 rpms, and then finally switch gears. Also, while on the highway going 70 mph, the engine will be running at 3000 rpms. Is that normal? Thank you!

It is not normal,the transmission is not shifting into overdrive or the torque converter is not locking up when commanded by the computer.The intended purpose is to conserve fuel and less noise plus less wear and tear on mechanical components.Have it checked by a professional with proper tool will save trouble in the long run plus a more comfortable ride.

Yeah this is not OK. You need to take it to a shop as soon as possible. The Sooner you get it fixed the cheaper it will be. The longer you wait the more Damage could be done causing more costly repairs.
