It sounds to me like your cooling fans are not turning on when the A/C kicks in. When the car is stationary with A/C running, those fans behind your radiator should be going full blast to pull heat off the coils. If not, the A/C will only be able to cool the air slightly, if at all. To check, put car in park and idle with A/C running. Pop the hood and check to see if the fans are running full blast. You should feel a lot of hot air being blown around the engine. If you don't, then that is the issue. If the fans are running as they should, then the issue is beyond my expertise.
