This for the most part is a function of turbo sizing.
A smaller turbo will spin up and make boost earlier ,,,,but the trade of is less total airflow and therefore less HP.
On the other hand a large turbo will take a bit more time to build up boost when opening the throttle , (lag) but will make more HP.
There are variable vane turbochargers that at low speeds act like a small turbo but as they spin faster they open up and become bigger ,, but I don't know if one is available for the manifold bolt spacing used on your Toyota.
You may wish to try a less restrictive air filter element and a free flowing exhaust , perhaps even a bigger flared flange off the exhaust outlet side of the turbo , , these should help reduce spool up time a little and get you on boost quicker.
