Default I have a mild sequel in my 2007 Prius when I turn the steering wheel.?
the sequel goes away when the wheels are turned about half way.

It could be either the electric power steering motor, tires, or wheel bearings. It's hard to tell just from the description.

If it sounds like a rubber bushing rubbing, that will be from the steering motor. Our two 2002s have been doing it for so long I can't even remember a time they didn't squeal like that. I think your 2007 is more sophisticated but it probably has some of the legacy of noisy steering. JerryJ can correct me if I'm worng!
