True Prius HV SoC (state of charge) is from 40% to 80%, IE no bars/1 pink bar is 40% and all green bars is 80% The car tries to maintain an average SoC right in the middle of those at 60%
This is done because at the extremes of charge percent pressure builds up in the cells and they heat more, by only using part of the capacity more peak current can be put into or drawn from the pack.
If you wish to see all green bars descend a long hill while lightly riding the brake pedal, or "force charge" This is done by (in an open area with nothing in front of the car) putting the car in drive and flooring the accelerator pedal while holding the car still with the brake, this isn't a very good option however as if you accidentally let off the brake the car will move suddenly.
