It looks like you have over sized tires on it. That will take the engine out of it's power band and cause a loss of power. If you haven't re-geared the axles, that is the best way to get back into the power band. The ring and pinion gears are about $200/axle but they need to be properly set up when they are installed or they will wear themselves out very shortly. Shops generally charge around $1000 for re-gearing both axles. If you have a Pre-runner, you only need to re-gear one axle.
Another option is to go back to stock-diameter tires.
If you have the 3.4L, TRD makes a supercharger for it. It's expensive but really increases the power output.
The other items usually aren't worth the money. Toyota did a great job of balancing power, fuel economy and reliability. When you mess with one of those, you're bound to throw off the other two.
