brake peddle upright, 12v in, nothing out. depressed, 12v in, 12v out.

IMO you have some corrosion in the rear sockets. head lights would supply power to your running lights which double as brake lights. so the issue(s) is likely associated with an 1157 bulb/socket/wiring somewhere back there.
crocus cloth and WD-40 work well in the sockets. if there's moisture on the inside of a lens, you need to address that. check wires behind the socket.

respectfully, a general engine/chassis ground issue would likely result in a no start condition or tossing coils like mad.
