How do I fix one wiper not moving on a 2008 4Runner?

It initially froze to the windshield overnight.

It sounds like the linkage for the wiper has either come off or broken off, I'd take it to the garage because it could be a pain in the arse to repair, but I'm not familiar with that truck.

Before replacing any part, I would check the fuse to t he wiper motor at the fuse compartment. When the wiper blades are frozen, you may have blown the fuse from forcing the wiper to move.
