Any place that can be trusted to do both of 2 things:
1. actually change the oil and filter.
2. not overfill the oil while performing the task.
This rules out quite a few quick change places and even some dealers, the 2001-2009 Prius specifies 3.9 quarts, with filter, from bone dry. IE just after the engine was assembled.
Some (most?) places see "3.9" and go "4 must be OK", the problem is that after a change it takes at most 3.5 quarts to refill and the Prius really doesn't like to be overfilled, it reduces MPG, causes oil to go through the PCV system and pool in the intake manifold, and causes the check engine light to come on.
A safer fill is to use 3 quarts and the level will be about centered between add and full, and since the 1NZ engine is known to not use any oil it will stay there till the next change.
