"How to turn the idle down?"
we have no idea what engine you have. 22R/22RE/22R TE/3VZE?
that's I4 carb or I4 EFI or I4 turbo or V6.
unless you going back together after servicing a component, you don't wanna do that. likely you'll be adjusting it to a faulty condition and cause more issues or compound any trouble shooting. may even end up with idle fluctuation.
(if you are rebuilding/servicing, dl the FSM from the source links)
otherwise,
so many things in play here that cause that.
you can dl the toyota Factory Service Manual here,
http://www.ncttora.com/fsm/87-4Runne...4runner_88.pdf
but i'd still check out the engine trouble shooting table on EM-2 or pg 34 first.
for carb idle adjust go to FU-23 or pg 315.
for 22RE (I4 EFI) and 3VZE V6, idle adjust prolly wont work. you could look up your "high idle" here on the engine trouble shooting chart, (viewable online)

pulling codes can help. even if the light is not lit. not all codes stored prompt a light. don't need a scanner tool. 6" jumper wire and your keys make the light blink.
