It depends on your budget, how you intend to use the vehicle and which versions of the vehicles you are comparing.
The Hilux Surf costs less than most Land Cruiser versions, and does everything well. The Land Cruiser 200-series wagon is larger and more expensive than the Surf and has different features.
The Surf and Land Cruiser Prado are very similar vehicles--you could choose based on which looks you prefer and which you can get a better deal on.
The Land Cruiser 70-series is more industrial than the Surf, and is available in Tray-back (flatbed) configuration. If you are looking to use the vehicle for work, the 70-series could be a good match.
If you need to tow, the Land Cruiser models (except Prado) generally have higher trailer towing capacity than the Surf.
